How long does it take to process a fiancee visa?

A friend of mine( canadian) would like to know if how to get his gf from Phil. to Canada through finacee visa? the same with US? How long does it take? What are the necessary requirements? Your idea is a help..thanks

well...iam russian and came to usa on fiancee visa,usually it takes 4-5 months
