molestation n. the crime of sexual acts with children up to the age of 18, including touching of private parts, exposure of genitalia, taking of pornographic pictures, rape, inducement of sexual acts with the molester or with other children, and variations of these acts by pedophiles. Molestation also applies to incest by a relative with a minor family member, and any unwanted sexual acts with adults short of rape. (See: pedophilia, rape)


sexual abuse
n.
1. The forcing of unwanted sexual activity by one person on another, as by the use of threats or coercion.
2. Sexual activity that is deemed improper or harmful, as between an adult and a minor or with a person of diminished mental capacity.


With these two definitions I come to the conclusion that molestation is sexual abuse -- but it is sexual abuse of a minor. Where as with sexual abuse -- it is unwanted sexual contact with anyone. But, when you put it in the context of child sex abuse versus molestation, I believe them to be the same.
