speaking as a shy guy myself i say......yes; absolutely YES!!!
shy guys lack the confidence to know if a girl likes him or not and especially these days when women cry sexual harassment if men say hello to them too sexy......it takes away the doubt or insecurities he might have and it would give him self confidence from that point on to make the rest of the moves. (i know that's what would happen with me). if he doesn't respond to the kiss or go "what was that for" he's not interested in you.
-p.s. why should guys always make the first move anyway (and risk getting slapped-lol) bottom line if a girl kisses a guy a guy is not going to mind wheather he likes the girl or not but if a guy kisses a girl and she does not like him it could end up ugly.

Let me tell you, the first kiss is one of the most stressful parts of a relationship. When do you go in for it? First date, second date? How will i play it off if she doesn't want it? It is tough. Some peopel cannot handle rejection well, so they do not take the chances.
If you want to go for it, then do. Most likely, if he is playing the shy card, he wants to, but doesn't want to deal with the rejection. Basically, he was inviting you make the move. He is letting you know he would like to, and will wait until you are ready.

1st of all shyness is nothing to be told to any one but felt,if u realy feel that the guy is shy, dont proceed and take time untill all the shyness is gone.by doing that u would also have time to understand the guy deeply.no the girl shoul not initiate the kiss becoz if she does, she always have to initiate the things.

Yes. I made the first move when my fiance and I first started dating because I knew he was terribly shy.
The trouble is he's 6'3 and I'm 4'11 & 3/4, so it was difficult standing on my tippy toes and reaching his lips without looking like a fool.
After the first kiss, he should be more comfortable with you and kiss you when you aren't expecting it! ;)
Good luck and don't be scared, guys admire bravery.

I would say yes because i can be pretty shy at times and i will be dying to make a move but i can't muster the courage. However, he might think you are coming on strong too so maybe tell him you don't want to be forward and then go for it. Just make sure to let him know you are into him and maybe his courage will boost, and you wont be in that predicament.

Yes. I'm a shy guy and I think thats an excellent idea. I don't know if he has had a girlfriend before or not but maybe he is just self conscious about doing a good job when it happens.

Guys have slowly been turning into girlymen. It comes from a lack of testosterone.
