Structural engineers do most of their work indoors, but they frequently have to visit the job site to review progress and to resolve issues that the contractor or client may have. No one is going to tell you how much time to spend at the job. You'll spend however much time it takes to ensure that the job is done right. The rest of the time you're back at the office performing analyses, making sketches, supervising drafters, writing reports, attending to business matters, and a myriad of other professional duties.

inside mostly...but then again, it all depends on the job. I design structural precast panels for high rise buildings. I rarely go outside except to see a building completed or just to look at a new jobsite. A local Struct. eng. might have reason to go to every jobsite to inspect work, occassionally perform rebar inspection for extreme cases, and to trouble-shoot sudden problems on a jobsite.
It all depends on the job. Working for a true structural firm might be nice because you could probably see a bit of everything.
