Since all of the Bears players are subject to withholding in each state that they play in, this is legitimate for this board, although you would have gotten greater response in sports/football(american).
What it comes down to is a comparison of the offenses. Brees is better than Grossman. Bush and McAllister are scarier than Jackson and Peterson. Wide receivers are probably a push. Defense is where the game will be settled. Both teams have excellent defenses. Devin Hester should help the Bears win the field position battle on kick and punt returns.

Bears have the best chance of victory as far as a straight up win goes. The best bet though if you choose to play the books is Bears -3 at +115. New Orleans is a great team at home, but is less than an average team away from home.
