I am looking for something like.... under 25,000 - you get it all back

25,000-30,000 atleast 10 % they keep

Exactly what tax bracket are you in if you paid zero taxes, earned $20,000, had 4 kids, and got back a refund of $3750? Would that be NEGATIVE tax bracket? That's what the MAJORITY of Americans are in.

sorry - there are no easy answers - why do you think we have H&R Block and Hewlett Jackson just to name two companies

10 CPA's and 10 IRS agents had the SAME data for a tax return

they got 20 DIFFERENT answers - and they were all correct!
