Wrap them in electric pipe heating cables.
Plug them in to a outlet and they will un-thaw.
You will need to check the pipes for damage when the thaw.
Good Luck

My dad once thawed frozen pipes by crawling under the house with a blow dryer... I would call a plumber. You need to insulate the pipes. If your sister is renting then the landlord should be taking care of this and if they don't, it is against the law!
Pipe insulation is cheap and you can get it at any hardware store, but again... if this is a rental situation, this is the landlords responsibility.
This is something that should be addressed right away! You could end up with a ruptured pipe and that is a huge expensive mess!
To keep this from happening in the future you should leave your water running at a slow trickle at all times and also keep your cupboards under the sinks open to let the warmth for the house reach them.

Use a hair dryer to heat up the joints where the pipe bends or dips down also concentrate on the elbow below the hotwater tank thats where mine freeze. And because its so close to the outer edge of my trailer you cant wrap it or insulate it good enough. So i put a easy access panel in and a foam sleeping mat. So when they freeze I just pop the panel off pull out the pad lay down and heat them up five minutes tops. PS leaving water run not only runs up your bill and your hot will still freeze and if you run hot then your gas bill will go up to not to mention electric with your pump kicking on more. also in trailers the drains tend to freeze up to even with the drizzle it creates a ice jam and backs up then you have water all over your floor and froze drain pipes wich r considerably harder to unthaw.

well this summer when the water taste so good get out there and bury the pipes deeper, then the water will taste just as good in december.ok now get you a heat
wrap that is run by electric . also at ace hardware there is an alarm that goes on your water pipe. when it gets cold enough to freeze it will sound an alarm to turn on the water to keep it from freezing. usually a good drip will keep your pipes from freezing.my frost line is 12 inches my pipes is buried 24 to 36 inches. I aint had no freezing yet

pipes are usually thawed out when the temperature naturally rises, i have heard of people thawing them out with acelatine torches but that sounds dangerous, best to underpin the trailer and wrap the pipes and try to prevent the problem in the future

too late. shoulda run a small stream of water all night...basically, you have to wait for it to warm up...and then insulate them better for the next one. open up the cabinets under the sinks...
