I have a antique Columbia bicycle that im selling, and i was wondering if their was any alternatives to steel wool that i can use to get the rust off the fenders.

Go to wal-mart its called neverdul it works greak brings rust off on contact and is safe to use on chrome, silver , luminium , and more I use it on my chromed out GSXR1000 you need to try it its only like 3 bucks

I don't know about the dollar bill thing, but the buffing idea is good. Rather than ruin a buck, try a chamois cloth and a little Brasso. If it works for brass and stainless steel, it should work for that.
Also, chrome is flashed onto a surface all at once, so if there's rust present, the seal is broken and it'll continue to develop. Once you've carefully removed all of the immediate rust, cover it with some spray paint meant for chrome. That will re-establish the seal fairly well and extend the life of the metal.

there is a product called neverdul . used too use it when i had a car with chrome bumpers works great . don't know if they still make it check auto parts store

It may sound crazy, but a dollar bill will do it! Just wad it up, and polish.
