Most of the time, the state where the ticket is issued will notify the state where the person lives. Now, if stopped in NC, you will likely not get picked up. But, when your go to renew you license, they will not let you until you take care of the matter in IL.

Some states also take out of state licenses, give you a receipt for your license, and you will get it back after the matter is taken care. Many times, the receipt expires about 10 business days after the fine is due. This gives it enough time for your fine to be paid, and for them to mail you your license.

If they did not do that, most likely they will notify NC, and you will be subject to what I talked about in the first paragraph.

Just pay it, it would be best.
