You want to go from brown (dark) to blond (light) which is bleaching, not dying.
Dying adds color and makes things darker, or different shade if you are starting at a light color.

you can try facial bleach, women use it to bleach their mustaches. it is a more sensative bleach so it doesn't burn the skin as easily, but be sure you don't leave it on too long

i don't think that's good idea.you should just wax it. do you have Lot's hair? or you just want to match with your other hair?
