When you witness an injustice.

When those around you cannot find their voice.

There are 100's of times when there is a "right" time and 100's of times when it simply is not.

Only when the other person is speaking there mind.
Otherwise its not right to speak your mind.

The problem with speaking your mind is that most people who do it, don't have much (mind) to speak about!

Definitely, speak up when you can rectify a wrong, protect the helpless, ease someone else's pain, etc.

Zip 'er up when it is your own feelings that you want to protect, your own pain that you want to nullify, your own selfish interest that is at heart, etc.

Follow those two rules and you'll seldom go wrong (and will seem to others to be very caring and intelligent as a bonus!).

When someone has crossed the line. Everybody has an internal line and knows when it's been crossed.

When your rights are being violated.

When you feel strongly enough about something that you feel compelled to let your feelings on the subject be known.

Choose your battles carefully and consider the source. There are other things to consider besides it being, "the right time."

When you have continued to remain silent while someone is always saying hurtful things to or about you. I would say several years of this would make a person eventually explode.
