OMG, this is the second time someone's asked this question and the second time that no one who has ever said LIME JUICE. Every Mexican coolbook ever made says to use lime juice reduce the heat(think, lime totilla chips, lime salsa...), it also adds an nice lime taste without ruining the rest of the chili. Just add it a splash at a time until it tastes ok.

The solution is dilution. Double the recipe without the spices. The problem is that there is no way to remove what is there, so spread out the spices over a larger volume. Besides, chili always tastes better in a bigger batch as leftovers the next day.

All the answers are great, But, ever hear of the Scoville Scale?
The heat will still be there even if you "add" something to it, you'll just have more of what you started with. Sacrifice the sauce ingredients, strain and rinse the bulk and start the sauce over and I'll bet you dollars to donuts without adding any spices the residual heat will be enough

You could add sugar but there are other interesting things you could do -maybe something a bit more creative. My friends mum uses peeled potatos to absorb salt in curries and I think it will also help in absorbing some spices as well. The other thing you could try is adding shredded english cabbages, tomatoes or even cucumbers and will be good if one comes accross them once in a while.

You can always add more of the ingredients that you used until it's no longer spicy. Maybe more hamburger if it's soupy enough. You will have more than what you planned to cook and can freeze it for later or you can share with friends.

You could either add lemon juice, sugar or tomato puree or tomato paste. This can reduce the hotness.
