Because God doesn't regenerate a starfish's limbs. Also, the "limbs" as you call them are not the same as those of a human. They are much simpler organs, and regrow in much the fashion that a tonsil or some other human organs are able to regrow when partially removed. Human limbs are much more complex structures, and humans simply don't regenerate in the same fashion.
It's the G in genetics, not the G in God.

Starfish are unique, but humans do have other means of adapting. Besides humans grow to maturity over eighteen years or so. To regenerate a limb would take at least that long.

Because, G/d did not intend for humans to regrow limbs. But we do regrow livers. Perhaps in the limb sprouting department starfish are a little more evolved than we are.

No, god does not exist. He will not heal amputees. Science may save them. They are working on advanced prosthetic limbs and even tissue regeneration. Was this your attempt at asking the question why doesn't god heal amputees? No need to make stuff up.

If an amputee who loves the Lord were to answer these questions then those who are in rebellion wouldn't accept his answer, so I don't think that I can answer satisfactorily either. That's a serious problem. If you don't get the answer you are looking for then no answer will do, not matter what the question. And it's not those that are looking for comfort that are asking these questions either. It's people who are bent on rebelling against God who don't care what he has done just as long as they can justify their hatred of him. Maybe that is the answer you're looking for.

Because humans have the capability to adapt to this kind of stuff; starfish, on the other hand, don't have that capability so they have to re-generate their limbs.
