i'm a US citizen,and i want to file my daughter paper work for a green card,but she is over 21,can i do that?if i can how long will it take for her to get through?

You can do that. In fact you have to do that since you are the ciitizen. You are her sponsor, a requirement to get a green card. There is a visa us lay people call "bring your family member to the US." I can take quite a while though, maybe as long as three years. I strongly suggesting at least consulting with an attorney specializing in immigration.

Seriously, I would consider consulting an immigration attorney on this one. I think that putting this filing off was a mistake but I don't think that it's the end of the world either. There may just be a different process that you have to go through now. I would look into this ASAP though - don't wait any longer.

Yes, you can petition for your daughter to become a permanent resident of the US. Since she's already an adult, it may take some time before this is approved. It'll take an even longer time if she's already married and has a family.

yes you can petition her but if she is not a legal resident of US it can take up to 7 yrs. If she is legal you can get her a working permit in about a yr.

Don't think you can given she is no longer a minor and is considred a self supporting adult
