What men say and what they really want are two ENTIRELY different things.
He just doesn't want you mad at him, maybe he thinks if he keeps you in his side pocket he can call on you whenever he wants.
Don't be tricked into that! You don't want an off and on again relationship. If he doesn't talk to you, don't bother talking to him.
He obviously does not still have feelings for you or you would not be broken up.
Move on, and as my mom always says, "there are plenty of other fish in the sea".
