When did the new law in CA start? The one about having to be 18 to obtain a license?

In CA you can get your license at 16 but it's a restricted license. You can not carry passengers under 18 (adults only) and you can't be out on the roads after a certain time. When you turn 18, you are bumped up to a traditional license.
