Yes. It can be.
A stipend is often given to cover the cost of travel, meals, and other costs that the volunteer may or may not be able to cover.
Some volunteers give money, some give time. They cannot be discriminated against for their giving, lack of it, or how much it might be worth.
Is there a price for a kind word.

In the loose sense, all work not done in slavery or by coercion is "voluntary." That said, however, a "volunteer" in modern meaning, is someone who performs some charitable act for no money. A commissioned salesperson is NOT a volunteer. A waiter who works for tips is NOT a volunteer. The standard is very low; almost ANY remuneration renders an action to be not that of a volunteer. I hope this helps.

A volunteer is an individual who, beyond the responsibilities of paid employment, freely assists in the accomplishment of a mission WITHOUT expectation or receipt of compensation. A person is NOT a VOLUNTEER if a person receives $$$ or other compensation.

By definition, volunteer work means you are not recieving compensation. Therefore, if you are receiving money you would no longer be considered a volunteer.
