you will not find a katana for 70 dollars.
You might find a katana-like object that is not made from quality metal (stainless steel is not good for a sword), and it certainly won't be heat treated.
Expect to pay at least ten times that, and then add a couple hundred to the price for any special requests or orders.
I could suggest some places to actually purchase a good real one, but you are obviously not serious about learning it.
