No, they never considered that as far as I know, and I grew up in that area, living there from the 1950s to the 1990s. There is no good place to make such a power plant anyway. You need a narrow opening to a big bay with high tides. San Francisco might qualify, except the tides are not that high and it would make the harbor unusable.

Frankly, there are much better power sources than tidal energy.
