How to block to switching encoding to Western European (ISO) automatically?

Hello!
Non Cyrillic code has been locked when I close page. Each time Western European (ISO) pop up like under check. I have to switch Encoding to Cyrillic every time I open new page. It wasn't before. There isn’t any Cyrillic in the "View" toolbar ever!
How can I fix this problem?

Use either Opera or Firefox instead and set your preferences for viewing. Dont use IE.

I would say move to a major city in the united States like Los Angeles, New York, San Francisco, or Boston. Though I think that Western Europe would be even worse!!! Most of Europe is White or Mediterranean, and there are even less Asians than in the United States. If I were you I would go to Canada and live somewhere like Toronto. Or maybe Australia because they are very diverse when it comes to different Asian or Oceanic peoples. I am sad you don't think the USA is right because this country is SO diverse and cultural, I think maybe you could move to places like Los Angeles and live in Alhambra, Korea Town, China Town, or Eagle Rock which are neighborhoods that have a huge Asian population.
