Ah, Guam is a US territory and as such they are US citizens just like you.

By all means, though, call the INS. Tell them you'd like your neighbors from Guam deported. I can hear the laughter from here. No wonder people think Americans are ignorant....

If they don't speak English they're not from Guam. Only about 1% of people from Guam speak the Chamoro language and most of them are over the age of 70. Everybody else speaks English.

How do you know they are illegal immigrants?

I doubt that they would advertise the matter. Being loud is a matter of personal audio perception. Sometimes people of this persuasion sound loud due to their language and rapid style of speech. So they don;t work, have you thought that maybe they don't need to?
Try befriending them I am sure you will find that they are just as accommodating as any other neighbor you could wish for. I can't say that they may find you as good a neighbor as they could wish for though. But you could work on that!
As for their speaking no English, what a golden opportunity to have a ciltural exchange, you could help them learn and who knows maybe they could teach you some of their language and culture in return. Harmony is a two way street! If more people were willing to help and integrate with migrants perhaps migrants would be more willing to integrate into our society instead of creating sub groups.

Guam is part of the US I think a commonwealth or a territory. So I really doubt they are here illegally, but then again I might be wrong

Yes. but calling Immigration will not help. The local police will not help unless there is some kind of violence. The FBI won't help unless there is illegal activity across state lines, like kidnapping, Hint, Hint.
If you witnessed some violence or think you saw or heard some one cry for help, call the cops, and they will respond. If you saw them with something wrapped in a blanket or cloth, it may be a gun.

Guam is a USA territory. IF some one is born there they have the same rights as if you were born here in the states. My sister was born in Guam and for you to make such a statement like this is disgraceful. Do your research before you run your mouth with hate.

Get your facts straight! If you have no evidence besides 'I just know it' you really can't accuse them of anything. And what makes them monsters? Someone needs to report YOU for racism and offence.
