Even though you are green card(Resident Alien) holder still you're an Indian citizen by law. To get an IT number just to the Income Tax Office and meet the concerned clerk as how to get the IT number. Don't tell him that you are a green card holder at all. While going there don't forget take Chivas Regal whiskey bottle with you. This makes wonders for you. That guy will ask for some money like Rs500 or so and will give you IT number then and there. If you can't go to Ahmadabad ask your brother or some body to contact the concerned clerk and bribe him what ever he wants and get the things done. In India things won't happen in Govt offices like they do here in US. Good Luck

Turn to your CA or IT consultant for proper advise. To have a PAN card is not difficult. but why you require a PAN card, if you planned not to return to India?
Best, you open a saving NRE a/c (repartiable). You've to deposit foreign currency only. the a/c runs in Indian currency. If you withdraw money to purchase apartment, issue cheque to the seller. The I.T. dept cannot ask or inquire about source of money. The interest earned is tax-free. If you get a PAN no., you'll have to file annual returns with NRI cell of I.T. dept. you have to prove that you have not resided in India more than 180 days.
