I would normally say Costa Rica--someplace like Tamarindo but if your choice is San Jose or Cartagena, I would choose Cartegena. San Jose is relatively far (2+ hours) from a beach and not all that warm. Colombian people are great biut in many ways are quite similar to Costa Ricans.
Columbia can be a dangerous place but most of the country is pretty safe--Cartegena falls into the safe category. That said, it is still a lot easier for a tourist to get into serious trouble in Colombia.

Went to Costa Rica and Colombia last year. If you are looking for beaches Costa Rica is the place. Cartengena beaches were not anything to write home about; plus every time you take a step in Cartagena there is a vendor trying to sell you something. They are a pain. Also the water is so rough every day it is difficult to even think about getting in the water.Botogta Colombia is beautiful. Going back next month.Great night life, beautiful women, friendly people. I also plan to return to Quepos, CR this year. Go both places and decide for yourself.

San Jose is a dirty poorly laid out City. To get to a beach you drive for hours on terrible boulder roads and when you get where you are going you will need a kidney operation from the drive there. I am exagerating just a little but not much.
Cartagena is a lovely place by the ocean and a single guys paradise.
Another place to consider is Sosua in the Dominican Republic. Closer 3.4 hours direct from NY 1.5 hours from Miami. Inexpensive and a singles guys fantasyland.
When you go home and tell the stories your friends won't believe you. You will have to bring them back on your next trip and you won't travel anywhere else after going there if you are single and like some place close to visit.
The women are beautiful and have a fine engine that drives them:)

Cartagena. It has a better nightlife and hotter women. Plus if you get tired of cartagena you can hop on over to Barranquilla which is also on the coast about an hour away, or Santa Marta which is about an hour away from barranquilla. Just take the basic precautions, dont wear expensive jewelry or clothing and dont go flashing yoru money around. That's an invititation to get pick pocketed, which is probably the worst that would happen to you in Cartagena.

Costa rica is great for beaches an rainforests, but Columbian cities have culture and good nightlife.

My 22 yo son is at this moment in Costa Rica on a surfing holiday not far from Motezuma... and loving it!!! At a hostel in his own tent for $7 a day, one meal included.... now beat that!!
