no, they become quite large. They are measured at the shoulders.

There is the akc breed standard. It says they measure at the shoulder and should be no less than 30. 32 or more is ideal.

if you place a rule across the top of the shoulders then measure to the floor. this is the true height akc standard.

The female shall not be less than 28 inches at the shoulders, but it is preferable that she be 30 inches or more, providing she is well proportioned to her height. withers is top of the shoulder... lay your hand flat on his shoulder and that is where you measure - withers/shoulders synonomous

That is the standard, but most dogs are actually taller than that.
