Basically guys call each other that when they think the girlfriend is too in control and makes all the decisions. Like the guy is on a leash.
It's pretty stupid actually.

it is refering to the man becoming p**sy whipped by the female and ignoring his male buddies afterwards.
If she hangs out with them and gets to know them then she will not be so shy about him going with them alone.
It is a crude way of saying they don't want to lose their friend to a girl

whipped means that he is super eager to do whatever his girlfriend wants...totally just drop everything and go running to her. so much so that he neglects everyone else in his life. any self respecting man would never let himself get whipped...
