In all my years of law enforcement, I've never known any agency to place police reports themselves on the Internet. It's too time consuming, costly, and no need.
As long as reports are not actively under investigation, public records are available through the clerks office.
You have to remember, even though Incident/Offense Reports may be thought of as public records, victims also have a right to privacy...so expect some MAJOR censorship!

No because it's a matter of FOIPA (Freedom of Information Privacy Act) laws that govern that. If you're looking for free public records you need to talk with the circuit clerk's office (most likely). If they are regarding YOU than you have a right to them, but must go through proper channels. if not, then you have no right, unless it is a matter of public record (in which case you still have to pay for them)
