What does the lump look like ? Is it internal or external ? Maybe its just a case of scaly and a treatment can be found quite easily for this but you need to identify first what this is and a trip to the vet might be the best option.

Take the little feller to see a vet.
I'm guessing, though, that the lumps are an infection. This sounds very out-of-the-ordinary.
If a vet can't handle it, then take him to a Veterinary Hospital, and it may be a little bit of a drive, but it's worth it.

Sounds like mites. Go to Petsmart and buy some bird bath spray and give your bird a shower. Never leave a wet bird in a cold room with a draft. Put it in a warm room 82 degrees or better.
Clean and disinfect it's cage.
See your vet.

Take your budgie to a vet ASAP. This is not normal and needs to be professionally treated.
