Well, I bought a used 2-door 2002 civic with 41000km in 2005 and it came with 3 keys and 2 remotes and I was surprised Because I never seen that before. The 2 remotes make sense but 3 keys!!!. Even If i had one key it would be no problem because the deal on the car was good. So, I think If your getting a good deal on a car you should not refuse over a set of keys. You can always make a copy.

2 pairs of keys could be 4 keys. maximum cutting-edge autos purely use one key for all doors, gas filler and ignition, so which you will often get 2 keys - one to apply and one to maintain as spare. Make it a difficulty of the acquisition which you would be offered with a spare (or spares if the motor vehicle desires 2 distinctive keys).

They are not required to give more than one set for the car. Usually they just give what they received. You can request them to make another one. Good idea for the keys that have chips/computers/remotes built in.
