Yes they are. Color blindness is not defined as seeing only black and white or grayscale pictures. If you are colorblind you still can see colors but only less.

Researches with dogs have shown, that dogs don't have the same broad color spectrum as people with a normal color vision. The dogs vision can be compared to a person who is Green-Weak (deuteranomaly), which means, that the part of the eye which recognizes the green part of a color is corrupted and not working as it should.

So dogs can see a lot of colors but have some problems in distinguishing red from green.

By the way, this is also the most common kind of color blindness among people.

Dogs do see in color, but their perception of color is not the same as it is for people. They cannot distinguish between red, orange, yellow or green. They can see various shades of blue and can differentiate between closely related shades of gray that are not distinguishable to people.

Yes, they see 'only black and white (and grey)' by everything we can do to 'test' their eyes, but we dn't know how they 'experience this' and 'seeing color' is as much an 'exprience' as it is a 'scientific fact' ... it may be that dogs 'see things' in ways no human could ever understand.
