I don't understand your question, does your lighter not pop out when it's hot? If that's the case, that means you got a fuse blown out and you need a new one.

DONT CUT THE PLUG OFF THE TOM TOM AND HARD WIRE IT THERE IS A VOLTAGE DROPPER IN THERE AND THE TOM TOM WORKS ON LOW VOLTAGE.
Either get a cigar lighter from a car accessory shop (you can get them for less than a fiver) and have that fitted or you can wire a socket hidden behind the dash and leave the Tom Tom plugged into that all the time. This should be on an ignition feed though.

Any car radio shop or mobile phone car kit fitter would do this for you. Let me know what area you are in and I may be able to suggest someone

buy a cigarette lighter from auto parts, or you can also buy one of those POWER INVERTER >> it will be tapped directly to your car battery and at the other end it will give you a home socket very much like the power outlet you have at home, that way you can plug in any home appliance you want. Just ask the people at Maplin, surely they know it. here's one rated 300w >> http://www.maplin.co.uk/Module.aspx?ModuleNo=97061&criteria=power%20inverter&doy=17m1
you can plug in your TV, Play station, and a lot of mobile chargers in there if you want :-D

depending on your demand, tell them what you want to plug in, they will recommend a smaller wattage(cheaper) or a more bigger capacity (expensive)

Yes, you can buy a "cigarette style" outlet and put it in. Check your local autoparts store.

You can hard wire your charger to your constant 12 volt power wire, and ground the negative wire. you can normally find wires like this connected to your radio
