Flash bang devices are absolutely, positively illegal to possess in California. They are considered a destructive device under California Penal Code 12303. If you are caught with one, even if you have no other criminal record, a conviction (even a first conviction) will likely result in state prison time, parole and a felony conviction. The penalties for possession of these types of devices increase DRAMATICALLY if you possess them in a house, car, near a school etc. The prison sentence for these offenses can go up to six years in prison.

Flash Bangs are considered a grenade and considered a destructive device under PC 12301.

12301. (a) The term "destructive device," as used in this chapter,
shall include any of the following weapons:
(1) Any projectile containing any explosive or incendiary material
or any other chemical substance, including, but not limited to, that
which is commonly known as tracer or incendiary ammunition, except
tracer ammunition manufactured for use in shotguns.
(2) Any bomb, grenade, explosive missile, or similar device or any
launching device therefor.

It's not bad at all, if you wish you could go for something lower than that. Maybe a Core 2 Duo processor, but this is definitely good, 249 pounds is not that much for that computer. This is just perfect. 1TB storage. 2GB RAM. Athlon II processor, you are future-proofed. (Windows 7) All I can tell you is, this machine is about 3 times better than the computer you need. I'd suggest you buy this one, cause the price does not seem to be bad. If you ever change your mind, you could buy the latest graphics card for gaming. Thats why its future-proofed. It seems your motherboard supports 16 GB's of ram (lol) and supports AMD Phenom II, latest of AMD's processor and any future processors in the Phenom II class. It also supports two graphics cards. Definitely future proofed for sure. (if you add those graphics card and stuff you will need to change your power supply) It does not support the new DDR3 ram though, not a very big deal. Keep in mind you need a 64-bit Operating system for the operating system to recognize more than 3GB of ram. More RAM, more electricity is consumed. So if your PC stops working after adding more RAM, then its bottlenecked at power supply unit. Hope I helped

Only a law enforcement agency can purchase those legally. You could look on the black market for those but just don't get caught with them.

i think theyre illegal .. if u have access to a well-stocked lab u can whip up a few by mixing equal parts of 600 or so mesh aluminum powder or magnesium powder with potassium perchlorate .. put it in any suitable container like an empty CO2 cartridge from an airgun, and add a fuse ...
