I use conditioner on my legs when I shave them and I never get it. I used to all the time though. Make sure you use a new razor. And don't use any lotions for a few hours after you shave.

You might just have really sensitive skin. Either that or you're allergic to the lotion (or maybe the shaving cream). Try using different products. Or get a good razor. If you're using a disposable razor, getting a $10-20 one from gillette or whatever will definitely improve your razor burn.

hypoallergenic lotion always works best for me, whenever you need to shave take a bath instead of a shower. Fill the water luke warm, not hot this will dry your legs even more. Put a few bath beads in the water (they contain oil) and then shave this will put more moisture into your legs while your shaving and as soon as you get it out do not dry your legs. lotion them while they are still wet and then dry them and reapply the lotion again. this prevents me from getting razor burn and the hypoallergenic lotion will prevent you from getting hives. I recommend ST. IVES extreme moisture lotion thats hypoallergenic you can get a pretty large bottle at everystore such as eckerd, wallgreens, and even walmart. its pretty cheap too 8$

One of the best ways to prevent it is take a washcloth or small towel but make sure it's made out of terrycloth. Wet it in the shower and rub it up and down vigorously over the area you've just shaven. It prevents ingrown hairs as well. If that doesn't work, try an after-shave gel for women like Skintimate raspberry, or if you'll break out from that, use alovera. You won't break out from aloe if it's a brand that's pure aloe.
