If you are refering to the expression "he is all bark and no bite"

means that the person acts tough, but is actually sweet/nice/good

It means that the Dog is to busy Barking to take the time to actually Bite.

I dont know but for my German Shepard barking means get the heck away because I will bite you if you get too close. And she will if you test her. However my Golden will bark at you but the second you move towards her she runs and hides behind the Shepard, so I guess you had better take cautions when approaching a barking dog.

most dogs that seem agressive the ones that bark all the time actually usually bite less than the other less noisy ones

Sure from a fool that wasn't bit by a dog that was barking.It may mean that as long as their mouth is barking, they are not chomping---you have time to run....Sounds good to me.

I think it means someone is all talk and acts tough, but they won't act on it. (They won't be mean)
