The short answer is "It Isn't". Kitchen tap water, bathroom tap water and even toilet water comes from the same source. All water to your house is supplied from the water main. In a typical house layout the taps in the bathroom are generally closer to the water main than the kitchen taps (not always the case), so the water in in the bathroom run colder quicker, but eventually the kitchen water will be as cold as the bathroom water. Incidentally, the water temperature of tap water in Canada is approximately 20 degrees Celsius.

Is a very and short explanation regarding your question.The distance between the central heater or voiler line is shorter to the kitchen that the bathroom.Also the factor could be insulation in the walls.

I think it depends on how your house or apartment is plumbed. Whichever faucet is closest to the source of the water would be coldest in winter.
