A retrograde step is one in which the result of action leaves something worse off than it was before.

(An example could be the invasion of Iraq was a retrograde step because Iraq is less stable and more dangerous than it was before).

It means a step backwards. Not literally, but for example taking a menial job after youd just qualified as a doctor would be a retrograde step in your career
