The most critical situation occurred for the first time with the contractor PT. SBG, where in the early implementation they had got non-technical problems which made the work delayed for 2 months, but further, the company was even unable to proceed with the implementation properly due to *unsmooth* cash flow on the site which result in a significant delay.

The most critical situation initially occurred with the contractor PT. SGB, where in the early stages of implementation non-technical problems were incurred which held the work up for 2 months. As if this was not enough, the company was then unable to proceed properly with the implementation on account of irregular on-site cash flow, which caused a significant delay.

I made a couple other corrections too:

The most critical situation occurred for the first time with the contractor PT. SBG, where in the early implementation they had non-technical problems which DELAYED THE WORK for 2 months, but further, the company was even unable to proceed with the implementation properly due to UNEVEN cash flow on the site which resultED in a significant delay.

u should use "gotten", not got in the 2nd sentence :)

u should use "the company was ALSO (not Even) unable to proceed.... due to "unstable" cash flow...."

something along those lines. good luck

Perhaps "irregular cash flow?" By the way, there are a couple of grammatical errors also, you might want to edit it.
