It would depend on that countries laws, rules and regulations concerning citizenship. Call their immigration or an embassy.

It depends on which country - some countries only consider you eligible for citizenship if your father was a citizen. Try contacting the consulate or embassy for the country you're wanting info about.

citizenship requirements are different for all countries, but I can relate a true fact for Finland and Canada...
My wife is Finnish-born. My boys can become Finnish Citizens,,,and still keep their Canadian Citizenship also...being dual citizens...BUT....since they are under 25, they must be available to go into the army over there....(still a draft). SO...be careful..and look into it completely.

Yes you can get that citizenship... and... I guess she would have to be alive... but ask!
