Do these wires provide warmth for the birds?

All birds have natural tendency and habit of Perching (resting at a high point).
For perching they need a place which is comfortable to HOLD by toes.
Wires being round and of reasonable thickness and smooth provide good hold and a comfortable support place to birds.

I think because their legs have a some charge which is opposing to the charge in the wire so there is some kind of attraction between them.And also they can look at prey as wires are located at great hight , birds can have a clear vision and can cover a large area.It can be either to take rest or to attend their natures call!

Because they always look for a higher place to perch, and these wires provide no heat, they are of no interest to birds rather than being high

No they provide safety an the birds are smart enough that they know the cat cant get to them.
