You can try getting puppy milk from your vet and bottle feeding it. The pup might be cold so you may try sticking a heating pad under where it sleeps to keep it active so it will be hungry,,, I would definitely say make a trip to your vet and get milk and a bottle, do not use regular milk, it might make them sick.

Sorry to hear about the one not making it. Unfortunately that is part of breeding and it is an expensive thing to get into.

You can go to the pet store and buy a small can of milk replacement or you can get goat's milk at the grocery store. Also pick up a puppy feeding bottle. They are really small and the hole in the nipple is usually too small and I have to make it a little bigger usually if I need it for my puppies.
If your pup won't drink that then you need to bring the puppy to the vet to be evaluated.
A sickly puppy usually won't nurse and sometimes has a 'sunken chest' look about it. It is possible there is something genetically wrong with it and it may need to be put down.
As an experienced breeder I have learned too many times that raising puppies can be a joyful and heartwrenching experience and you need to be prepared for the worst, and hope for the best.

Please keep the puppy warm and comfy.
Good luck!

You wonder if cold weather is a factor and then I wonder how warm the mother and pup are staying. They both need to stay warm at this time. I'd even recommend setting up a box with a heating pad in it with a towel around it, set on low. Can't be too warm or that can be bad too.
I'd also recommend bottle feeding the pup if she is not eating and you may also need to help her to go potty after each feeding if the mother is not licking her. To do this you would need a lukewarm damp cloth or dampened cotton ball. Massage the area where the pup would pee from until it pees. Then do the same at the anal area. You would need to do this unless the mom will lick the puppy there after feedings.
I would first recommend checking with your Vet about first line alternative of getting the mother to nurse or checking to see about the mother's milk supply.
GL with your pup and the mom.

You need to take the puppy and mother to the vet. Could be the mother is not secreting enough milk, her glands could be stopped up, ect. or the puppy might have something wrong with it's throat, swallowing, ect.

Bottle feed her with formula milk. QUICKLYYY!!

She's probably depressed if she actually SAW her twin die. If she didn't, she might not be hungry!
