You don't get the blister to go away, you leave it alone. How long it will take to heal depends on how large it is, but whatever you do, don't pop it. Your body does not do things arbitrarily, there is a reason for everything, as there is a very good reason for that blister being on your leg right now. There are some pretty good burn creams out there, my favorite is Silvadene, but pretty much you have to wait it out until it absorbs back into you. And I second whoever said to keep it covered. I'd put a piece of gauze on it and just wrap an ace bandage around that part of your leg, you really don't want to irritate it.
EDIT: And as for the preexisting scar, you can pick up some stuff at your local pharmacy, I forget the name of it, but it's for scars. I can't guarantee that it will make it go away completely, especially if it's severe like you say, but it will definitely make it lighter and less noticable.

Do not pop that bubble. You can get n infection there.
I don't know the extent of your burn, but go to the doctor and they will give you a cream called sulphadene.
Works wonders! No scars either.

all burns will scar, but some go away. i burned my ankle on a muffler of a motorcycle two years ago this summer and it's faded out a lot. other than that i burn myself at least twice a week in different ways. if it bubbles it will leave aworse scar, but don't pop the blister. it will eventually come off by itself but don't peeling it off. use a pin to pop it in several places and squeeze out some pus. they make burn gels, but i've found that i if ignore it it doesn't burn as badly as if i baby it.

Haven't a clue how they make the bubble wrap but it is a great way of getting rid of your aggression. Pop with your fingers if a little mad but jump on it if you are really frustrated. Boy does it make you feel much better. More effective than any other anger management technique. Hope you do find out how it is made!

Leave the blister alone and it should self absorb. Keep it covered so your clothes don't rub on it. Use a tea trea oil product on it and it should heal just fine.

You can't just get it to go away, it has to do it on it's own..a couple of weeks atleast. Don't pop it.
