Boys tend to mature more slowly than girls, so if he's not ready at three, it's really no big deal. I mean, it would be nice to have him out of diapers, but there are plenty of 3 (and even 4) year olds who are still in them. When he's ready, both mentally and physically, it will be much easier on both of you. You can't make his bladder be ready (in terms of capacity and control and his brain's ability to identify and regulate the need to "go") but you can work on his mental/emotional state by reading books and watching videos about potty training, so that he knows that it is a normal function and part of growing up, etc.

Also, all those things about goals and rewards are good, too, like sticker charts where he earns a sticker for each time he has a dry diaper or goes on the potty or whatever are good, too. It's important not to punish any accidents - that will make him associate pottying with bad experiences and will ultimately set you back even further. Just reward the desired behavior and ignore the undesired.

Finally, this might seem weird, but it really helped with my little brothers: the lady that used to babysit them gave them an empty soup can to pee in. Then, they dumped that in the toilet and flushed it, and she would rinse out the can and sit it by the toilet for next time. It let them stand up to pee, just like grown-up guys do, even when their little "parts" weren't tall enough to make it up and over the rim of the toilet, and I think the dumping and flushing and stuff appealed to them, too. Plus, the can pretty much fits right over the penis and contains any drips, spills, etc., too. Just a thought.....

Hope this helps!

Make it fun. Put something in the toilet for him to aim at. My sister potty trained her son in the summer and let him pee outside. He loved it and when it got too cold outside, she put bugs in the toilet for him to pee on. My last two were potty trained late, but they had to decide it was time on their own. Just encourage him and try to make a game out of it. Good luck.
