The Highway Code doesn't specify a minimum speed for motorways. (1)
There is a sign for minimum speed (2) but you tend only to see this on the entrance to tunnels (the Mersey and Dartford tunnels spring to mind).
There are regulations and legislation, as noted in the Code, to prohibit certain slow-moving vehicles from using motorways (3) but the Police can exercise their discretion as to whether your driving speed represents a hazard to other motorists.

There is no minimum speed limit, but I think it's more common sense like it if it's a dry day it's unsafe to do 30mph, in snow then 30mph would be considered safe.
