When we first got one of our parakeet he would fake bite. He learned it from other birds he lived with. If he sticks his beak out like he's going to bite, most people pull their hand away because they don't want to get bitten, and he gets what he wants because your finger is gone. So the best way to deal with this is when you parakeet goes to bite you, don't pull your finger away and gently push your finger into his chest feathers and if he's perch on something, knock him a little off balance. I know this is hard to do because you don't want to get bit, and it's against your natural reaction to pull your finger away. But, he will learn that you are not going to pull your finger away when he comes at you, so he'll stop doing it. To tell if he is really scared, look at his eyes when you put a finger out for him to step up on. If his eyes pin in and out, he's scared. If that is the case, keep talking to him for however long it takes until he gets used to you. Try your best to convince him you are not going to hurt him. A good book for training any bird: "A Guide to A Well Behaved Parrot"- you can get it at Barnes and Noble- it has a picture of a blue hyacinth macaw on the cover. It really goes into depth about bird behavior and training for birds of all sizes.

The second parakeet/budgie may not be a people bird. Just give him/her time to see that your interaction with the other bird is good. Don't force yourself on the bird.
