Well 9 out of 10 she probably still lives in Arizona Area and that would be a great place to start. I would start by calling maybe the Arizon police or Town Hall.
You can also try to find a way to get an Arizon Telephone book and do some searching that way.
It can be hard at times trying to locate people you haven't seen in many many years. Also she probably got married and her last name is not the same as it was with her adopted parents.
If you know anything at all about the Adopted parents that would also be a great start.

Do you know how she was adopted? Private or Government agency?
What is your government's procedures on adoption?
There are a lot of agencies that can help you.
You could put an ad in the paper that she might read in the Phoenix area.

Place an add in a news paper in Phoenix AZ
have her birth day and hospital she was born in

Also you can try a private eye

First, start with looking through Arizona birth records. You will be able to get her adopted name or given name from these records. You will need to know the date she was born, because the records are listed by day. http://www.azdhs.gov/vitalrcd/birth_index.htm

Second, start checking marriage records. http://www.genwed.com/state/azgen.htm

Third (and the silliest) check with classmates.com I have heard of several people finding birth parents this way. www.classmates.com
