My friend's friend said she lost 45 pounds in a month just eating brown rice and tuna twice a day with water. Does just eating this really cause a rapid weight loss? I don't know whether to believe this is true or not. Does this sound probable?

Since these foods are relatively low in fat they could hellp you lose weight. That is, if these contain less calories than you were eating before. To lose 45 pounds in a month is quite drastic, though, and it may come back quickly once you resume a different diet.

It might be good if you're trying to kill yourself! Tuna is full of deadly mercury and other toxins and should NOT be consumed in those large amounts. People have died from doing that. Your body can not function without proper nutrition, and generally what happens is it stalls weightloss because you are putting your body into starvation mode so it begins building up more fat reserves. The only way to loose weight is to burn more calories than you take in and the way to do that is having a healthy, well rounded diet full of vegtables, high fiber grains and fruits, organic diary, healhty fats like olive oil, and tons of leafy greens while getting proper exercise and eliminating ALL refined sugars, fried and fatty foods and limit or eliminate red meat and other high fat, high cholesterol foods. Seek the advice of a nutritional counselor to develop a meal plan for you. (And for the record, "cutting out carbs" is dangerous and just doesn't really work in the long term; after all, carbs are your body's fuel, it can't work without them.)

As long as she was taking a really good multi-vitamin with it it would technically work. But while she lost 45 pounds in a month, more than half of that was most likely from muslce. So she just got smaller, not any leaner.
