There are some people who don't know how to receive a compliment. Don't take it personally. But don't give out compliments just to get rewarded either, you'll always be disappointed if you do.

I don't think it does, but it can appear insulting to the person who gave it. Most likely the only reason why I don't think it's an insult though is because I simply don't take compliments very well, so when someone refuses one from me I tend to assume that they're just as shy as I am :)

yes. you have insulted the person that has paid you the compliment. by not accepting the compliment you are implying the other person has either no taste or intelligence. and if you don't accept the compliment because you believe "you're not worthy" of that compliment, then the person complimenting you isn't worthy of their opiniion of you. got it?
accept the compliment whether you believe it or not. say thank you and stand up a little straighter because someone said something nice about you. wear it proudly. but don't let it feed your ego.

If the complimenter is overly sensitive. Mostly it's just lack of grace on the part of the recipient. It's a learned skill, but it's an easy one. It should be taught in kindergarten, imho.
It goes like this: "Thank you!" It doesn't include "oh it only cost me $5," or "Erg, I'm feeling so bloated today! Look how my stomach sticks out!"

I think it does, because its basically telling the person that their compliment is unworthy. I mean even if I disagree with someone else's compliment I'm not going to reject it, because its an act of kindness on their part.
