Well - its not a problem anymore - CA's lost an estimated 70% of their crop over the last week...
But the reason is simple - the pay they offer is terrible, sometimes (when illegals are employed) its below minimum wage. Basically they've created an economic system where profits outweigh paying a living wage... the 'normal' legal citizens aren't willing to take a wage that low for hard work, when they can get a job at Taco Bell or McDonald's that pays as much or more, and provides benefits.
Same for all the other companies claiming 'Americans' won't do these jobs... no benefits and pay below living wage.

It is due to a shortage of illegal aliens; they are the ones that do this type of work!

Because the people that do not have jobs or are on welfare don't want to pick the fruit. It's just easier to sit back and complain and freeload off the government.

I don't think they will have that problem this season. Due to the weather, the fruit crop is going to be very poor this year.
