Why can't you get a passport? Is it that you are denied, or that you don't know where to go to get one?

And considering Hawaii is part of the US you do not need a passport.

The passport requirement does NOT apply to U.S. citizens traveling to or returning directly from a U.S. territory. U.S. citizens returning directly from a U.S. territory are not considered to have left the United States and do not need to present a passport. U.S. territories include the following: Guam, Puerto Rico, the U.S. Virgin Islands, American Samoa, Swains Island, and the Commonwealth of the Northern Mariana Islands.

Check your local Post Office or the USPS website. Certain Post Offices offer passport services. Make sure to have your picture taken before you go. Also check with the embassy of the country you plan to visit, some countries require a visa. Plan accordingly because both of these services require time to process requests.

Why can't you get a passport?

"Starting Tuesday, air travelers who are citizens of Canada, Mexico and Bermuda, as well as U.S. citizens returning home, must with few exceptions display passports to enter the United States."

So, that means anywhere you travel by air (I don't know about on the ground) outside of the US, beginning Tuesday, you have to have a passport in order to come home.

You could go to Hawaii because it's part of the US.

Hawaii is part of the US so you won't need a passport. You can probably go to Canada or Mexico with just a visa. In the border towns, you may only need a driver's license.

Yes, Hawaii is one of the 50 states in the United States of America. American citizens are free to travel within the borders of their country freely. Unless a judge or court has ruling that they may not leave their current state.
