Need a country traveling from as a starting point to really answer this question properly.
Generally you'll need a passport visa to go to most any other country when you travel.

I think the populations of Wales and Scotland consider themselves to be countries. So within UK you can travel between England, Scotland and Wales.
I remember at one time if you were from one of the Benelux countries (Belgium, Holland and Luxembourg) you were able to travel without passports within those countries. That may have changed since the Islamic fundamentalists have embarked on their terrorism sprees.

Depends where you are at and where you are going.
In the US, beginning Jan of 2008, you will have to have a passport to go to Canada or Mexico and to get back into the US. It's already in affect that if you are flying to either one of those countries, you have to have a passport.

You can travel through the EU Without passport I have travelled extensively through europe.But if you use air travel you will be required to show passport as this is regulation applied for air travel where as opposed to border they cant see where you have actually come from
