In other words, adding bleach to hot water kills the bleach effect of killing germs and bacteria, that one should use only cold water !?

Bleach disipates in hot water, but it is still effective. Water can dillute bleach. Depending on how much water you use. If you add too much water it can weaken the bleach making it innaffective, because water is the universal solvant.

I would suggest 10 parts water to 1 part bleach.

No. Bleach should be added to cold water because if you add it to hot water you will have a higher index of bleach in the AIR. That means you end up BREATHING that stuff.

Hot water and bleach kill germs, but germs breed faster in warmer water. That's why you need to keep your jacuzzi clean.

bleach is chlorine dissolved in water. The hotter the water , the quicker the chlorine will evaporate out. What you smell from bleach is the chlorine that is evaporating. In swimming pools you can see the chlorine bubbles coming out of the water if it is hot.. It is difficult to keep chlorine in the water above 80 degrees f.
